Gov’t, private sector must study ‘circular economy’ model to cut PH carbon emissions

 Finance Secretary Carlos Dominguez III has called on the government and the private sector to jointly explore the model of a “circular economy” to help reduce waste and lessen the Philippines’ carbon footprint. 

Now being gradually adopted in some industrialized countries, a circular economy involves replacing the ‘take-make-waste’ method of current production and consumption processes with new systems that will lengthen the lifespan of materials and products by reusing, recycling, upcycling or remanufacturing them. 

While the national government is pushing the passage of the bill banning single-use plastics and supporting initiatives to replace this product with new environment-friendly materials, these are not enough to meet the complex challenges of the worsening climate crisis, Dominguez said. 

“It is not enough to replace plastics with something else. We have to reimagine the terms of our economic life so that all of humanity stops making things in order to dispose of them. Almost everything we buy and consume is intentionally designed to produce waste and to add to greenhouse gas emissions,” said Dominguez in his pre-recorded message at the Joint Conference on Environment-Friendly Alternative Plastics, which was spearheaded by the Department of Science and Technology (DOST), 

Attended by representatives from the government, business sector and the academe, the conference was also organized by the Departments of Environment and Natural Resources, (DENR) and of Finance (DOF) and the Climate Change Commission (CCC). 

Dominguez, who is also CCC chairperson-designate, expressed the hope that the conference will lead to near-term results in finding viable substitutes for single-use plastics as this outcome “will be dramatic in terms of reducing our emissions, cutting down our indestructible waste, and saving our marine life.” 

He said this “relevant and timely” forum can go a step further by exploring the “circular economy” model as a long-term measure to reduce the country’s carbon footprint. 

“There is a new idea gaining ground in industrial countries. It is about building what is called a circular economy. It involves replacing current production and consumption processes that are destined to produce waste with new systems that will enhance recycling and up-cycling products. We could explore this idea of a circular economy in this meeting,” Dominguez said. 

Dominguez said climate change is not only felt in vulnerable countries like the Philippines, but in other parts of the globe as well, as he recalled his experience about the devastating heat waves that struck parts of the western United States during his recent trip to Portland, Oregon. 

“From Germany to China, extreme flooding caused death and destruction,” Dominguez said. “These terrifying events have sent a stark reminder that climate change is making weather disturbances more extreme across the globe. It is a terrible glimpse of the future in store for us if we do not change the course now.” 

As one of the countries most vulnerable to the ill effects of climate change, Dominguez said the Philippines is determined to take action now and become a world leader in reversing its negative impacts, which is why it had submitted as its commitment to the Paris Agreement the ambitious target of cutting down its greenhouse emissions by 75 percent by 2030. 

Dominguez acknowledged that this goal “cannot be achieved without bold changes in our energy mix, a stronger policy package on managing wastes, and a determined effort against plastic waste pollution.” 

“We only have one planet and only one generation to save it. This is the decade to take action,” he said. 

Dominguez said one of his first tasks as CCC chairperson-designate was to ask the agency to focus its efforts on passing a national policy banning single-use plastics as a concrete response to the global effort to reduce carbon emissions as well as plastics pollution in the oceans.

“I thank the Climate Change Commission and other relevant agencies for the hard work in pushing legislators to pass the anti-single-use plastics bill. At the same time, many of our local government units (LGUs) have issued their own ordinances to ban or regulate plastics,” Dominguez said. 

He described as a “national shame” the findings of an international study showing that seven of the Philippines’ rivers are on the list of the Top 10 plastics polluters of the oceans. 

“Plastics, however,  need to be replaced with some new materials that are environment-friendly, low cost, and sustainable. This meeting hopefully opens the door to the development of such substitute materials to replace single-use plastics in their many areas of use,” Dominguez said. 

“We need to be innovative and creative. It is high time for the government, industries, businesses and advocates to work together to develop better alternatives. By not consuming plastics, our people will be able to do their part on a daily basis in saving the world’s environment,” he added.  (DOF)

President Duterte opens Estrella-Pantaleon Bridge

President Rodrigo Roa Duterte inaugurated on Thursday, July 29, 2021 the Estrella – Pantaleon Bridge, a modern bridge that will connect the cities of Mandaluyong and Makati within five (5) minutes.

The President was joined by Chinese Ambassador to the Philippines Huang Xilian, Department of Public Works and Highways (DPWH) Secretary Mark A. Villar, Senator Christopher Lawrence Bong Go, and Executive Secretary Salvador Medialdea in the symbolic unveiling of bridge marker at Rockwell, Makati City.

The event was also attended by Transportation Secretary Arthur Tugade, Finance Secretary Carlos Dominguez, MMDA Chairman Benhur Abalos, DPWH Undersecretary Emil K. Sadain, and Mandaluyong City Mayor Carmelita Abalos.

Built at a cost of P1.46 Billion, the Estrella – Pantaleon Bridge Project is one of the two (2) bridges funded by a grant of the People’s Republic of China — the other one is Binondo-Intramuros Bridge in Manila expected to be finished at the end of the year.

The President expressed his appreciation to the Chinese government’s generosity in funding the construction of this new bridge that has not only improved mobility and connectivity but also enhanced the resilience against natural disasters.

Secretary Villar said that this modern bridge across Pasig River is expected to accommodate about 50,000 vehicles daily and is among the projects under the Metro Manila Logistics Improvement Network to address traffic congestion including that of EDSA.

Construction of 506.46 meters bridge began on January 2019 under the implementation of DPWH Unified Project Management Office (UPMO) Operations headed by Undersecretary

Sadain, who together with Secretary Villar were at the forefront of ensuring the quality completion despite the challenges of this project under the Build Build Build program.

While this pandemic may slowed down and disrupted the implementation of this bridge project, the DPWH UPMO Roads Management Cluster 1 Team headed by Project Director Benjamin Bautista, former Project Director Virgilio Castillo and Project Manager Melchor Kabiling and with the contractor China Road and Bridge Corporation have worked double time, added Secretary Villar.

This new four (4)-lane bridge with added aesthetic value of V-shaped piers is made of pre-stressed concrete rigid frame with corrugated steel webs, replacing the temporary two-lane box truss bridge dismantled in 2019.

PH lags behind ASEAN neighbors in terms of critical health outcome, access indicators—PIDS study

The Philippines fall behind its ASEAN counterparts in critical health outcomes and access indicators.

This is according to a discussion paper published by state think tank Philippine Institute for Development Studies (PIDS).

PIDS Research Fellow Valerie Gilbert T. Ulep and PIDS Research Analyst Lyle Daryll D. Casas said “this reflects the longstanding challenges in terms of health financing, health service delivery, governance, and health human resources.”

Ulep and Casas pointed out that health systems must have sufficient health facilities offering different types and levels of health services.

However, this is not the case in the Philippines.

Hospital beds are limited. Based on 2020 data from the Department of Health (DOH), 400,000 hospital beds are needed to meet the population need for hospital care (or about 2.7 beds per 1,000 population).

About half of Filipinos do not have timely access to primary healthcare facilities. In 2020, only 50 percent of Filipinos were able to access primary health care within the standard time frame set by the government, which is 30 minutes.

Ulep and Casas added that public health spending in the Philippines is one of the lowest in the ASEAN region.

A World Health Organization (WHO) report showed that the country spends only about 1.5 percent of its gross domestic product on health, which is significantly lower than that of Thailand, Viet Nam, Singapore, and Malaysia.

The country also lacks health human resources. Based on DOH’s health facility survey in 2019, only 90 percent of rural health units or primary healthcare facilities have at least one medical doctor, while a significant number of health facilities do not have a nurse or a midwife.

In terms of preparedness for public health emergencies, the Philippines received an average score of 53 percent from WHO’s International Health Regulations (IHR), making it one of the poorest performing countries in the region next to Lao PDR and Cambodia. The IHR monitors the capabilities of a country’s health system to detect, assess, and notify public health risks and emergencies of national and international interest, including pandemics.

To address these challenges, Ulep and Casas provided some recommendations.

One is for the government to attract domestic and foreign investments to finance and close the country’s health infrastructure gap in the medium and long term. This can be done by increasing the equity threshold for hospital foreign investments to 100 percent, imposing additional tax breaks for hospital investments, and accelerating investment approvals for health services and medical equipment, among others.

They also urged the government to develop and implement a well-thought-out medical tourism program that could bring in revenues to finance the universal health care program.

The government should also adopt digital reforms in providing health services. Ulep and Casas urged Congress to support the eHealth Systems and Services Bill to serve as the regulatory framework and to institutionalize telemedicine domestically, especially during the pandemic.

“This should be supported by comprehensive clinical practice guidelines, especially in the practice of teleconsultations,” they said.

They also suggested ways to facilitate the mainstreaming of digital health like providing capacity-building activities for medical workers and their administrative staff, incorporating telemedicine in medical education and training curricula, and giving certificates for telemedicine practice in continuing professional development.

Ulep and Casas also stressed the need to implement robust domestic reforms to liberalize the country for cross-border health integration.

“Pushing for regional health integration will be relevant to the country’s pursuit of universal health care, and openness to regional integration may be a way for the domestic system to be resilient in facing disasters (e.g., pandemics) and to foster effective health crisis management and achieve Sustainable Development Goal 3, which is to ensure healthy lives and promote well-being for all and at all ages,” they said. New NFA warehouses ready to serve more farmers in Nueva Ecija

Two new warehouses of the Department of Agriculture-National Food Authority (DA-NFA) are now ready to serve the farmers in the country’s top rice-producing province in time for the harvest season.

Agriculture Secretary William Dar, NFA Administrator Judy Carol Dansal, and DA Central Luzon Regional Director Crispulo Bautista led the inauguration of the warehouses located in the Science City of Muñoz and in Cabanatuan City, Nueva Ecija on July 28, 2021.

Secretary Dar said the event is important and historic for NFA as it starts to modernize with a line-up of infrastructure development projects that will contribute to the competitiveness of the local rice industry.

“In the future, after the consolidation of farms, we will provide more post-harvest facilities such as farm machineries to realize our vision of modernizing the country’s rice industry in the country,” the agri chief said.

He added that DA is targeting additional one million metric tons of palay production this year and increase the country’s rice sufficiency level up to 95 percent. This will also contribute to more rice supply as the Covid-19 pandemic is still affecting the country.

According to the agri chief, the government is pouring resources to enable Filipino farmers to be more productive.

“We will use every possible means, including modern technologies and innovations, so that collectively our farmers can be globally competitive,” Secretary Dar added.

Each warehouse has a capacity of 100,000 sacks and is expected to help intensify NFA’s palay procurement and buffer stocking.

The Muñoz warehouse covers the Science City of Muñoz, San Jose City, Talavera, Lupao, and Caranglan, while the Cabanatuan warehouse covers Cabanatuan City, Sta. Rosa, Palayan City, Zaragoza, Peñaranda, and Laur.

Administrator Dansal thanked Secretary Dar for supporting the infrastructure development projects of NFA, adding that 18 warehouses strategically located nationwide have been funded in 2020 and 2021.

“With this new storage facility, we are happy that NFA will have an additional rice depot to serve our farmers here and buy their produce at a fair government price,” she said.

Through the Rice Tariffication Law, NFA now serves as a buffer stocking agency, mandated to maintain and sustain the level of rice supply that can be tapped during natural calamities and other unforeseen events.

“These warehouses can now serve the farmers this coming harvest season starting August and September. Hopefully, we will be able to procure more so that we will be having more buffer stock available for the residents of Region 3,” NFA Regional Director Elvira Obaña said. (DA-AFID)

Sen Villanueva rallies support to make tax freeze on private schools permanent

Now that a temporary freeze has been imposed on the implementation of a BIR regulation erroneously increasing taxes on private schools instead of reducing them, Senator Joel Villanueva reiterated the importance of making the provisional stay permanent by amending the law.

At the same time, Villanueva lauded the Department of Finance for putting a stop, albeit temporary, to a misreading of the intent of the Corporate Recovery and Tax Incentives for Enterprises Act (CREATE Act) when the BIR increased taxes for academic institutions a revenue regulation issuance.

“Ito po ang kailangan natin na ‘academic revenue freeze.’ Dagdag na tulong, hindi dagdag na tax ang kailangan ng mga pribadong paaralan sa panahon ng pandemya. Wala pong revenue loss dito,” said Villanueva, chair of the Senate higher and technical and vocational education.

“Nagpapasalamat po tayo sa Department of Finance sa pagtutuwid ng interpretasyon ng batas na maglalagay sa kapahamakan ng mga paaralan na tulad ng isang na-COVID ay naghihingalo,” he added.

The DOF, through the BIR Revenue Regulation No. 14-2021 issued on July 26, suspended the implementation of RR 5-2021 that imposes a tax rate of 25% on private schools, which is more than the previous 10% it enjoyed pre-pandemic, due to an erroneous interpretation of CREATE.

Villanueva welcomed the suspension and asked his colleagues in the legislature to support Senate Bill No. 2272, the bill that would clarify the language in the supposed tax relief law. Villanueva co-authored and co-sponsored the measure filed by Senator Sonny Angara in May.

“Hindi po nakaukit sa bato ang isang batas. The challenge now is on the House and the Senate to pass the amendatory bill. The revenue regulation is a conditional freeze. It is up to the legislature to make it permanent,” he said.

Villanueva pointed out that the freeze in implementation of the said revenue regulation may actually result in government saving funds and avert the exodus of students from private schools to public education institutions.
