PhilSys online Step 1 registration now at 4 Million successful registrants

The Philippine Statistics Authority (PSA) reaches another milestone as it records over 4 million registrants for its online Step 1 Registration. The PSA reports that as of 15 July 2021, a total of 4,159,269 registrants have already completed the PhilSys Step 1 Registration via https://register.philsys.gov.ph.

PSA Undersecretary Dennis S. Mapa, Ph.D., National Statistician and Civil Registrar General, extends his gratitude to Filipinos who continue to show support and interest in this project, “The PSA expresses gratitude to all Filipinos who willingly took part to reach this milestone. With this additional achievement of the PhilSys project, we are more determined to work on improvements of the site to provide easier and safer access to the online Step 1 Registration.”

The online registration process is the primary Step 1 Registration process for most Filipinos. PhilSys online Step 1 aims to minimize health risks by managing the number of registrants at registration centers at any given time through its scheduling of appointment function. From the house-to-house collection of demographic information, which started in October 2020 in select provinces, PSA launched the online registration site on 30 April 2021 to expand Step 1 Registration services nationwide to allow more Filipinos to complete this registration step.

Step 1 will be followed by Step 2 Registration, which involves capturing the registrant’s biometric data and verifying their demographic information at local registration centers. Started on a gradual, small-scale basis this year, Step 2 registration centers are being established by PSA in more locations nationwide to accommodate more Filipinos. As of date, all 81 provinces and cities/municipalities in the National Capital Region have already commenced Step 2 Registration.

The final step to PhilSys is the Step 3 Registration, which involves the issuance of the PhilSys Number (PSN) and a Philippine Identification (PhilID) card. The PSN is a randomly-generated number that will serve as a permanent identification number of a registrant. Considered as sensitive personal information, the PSN must be kept confidential and private. When transacting, registrants must use the public version of the PSN, namely the PhilSys Card Number (PCN), which is also printed in the PhilID card. PSA has partnered with the Philippine Postal Corporation (PHLPost) to ensure the efficient and safe delivery of the PhilIDs to the registrants. As of 16 July 2021, a total of 525,335 PhilID cards have been delivered to successful registrants.

PhilSys aims to usher the nation’s transition into a digital society by providing Filipinos with a valid identification that can be verified both physically and digitally. With PhilSys, access to financial services, social protection, health, education, and other government services will be easier and more convenient. PhilSys is also envisioned to make public and private transactions safer, more seamless, and more efficient for Filipinos.

LGUs post 12% hike in operating income to P825B in 2020

The total current operating income of the local government units (LGUs) rose from P738.54 billion in 2019 to P825.2 billion in 2020, representing an increase of P86.66 billion or 12%, as a result of their higher internal revenue allotment (IRA) and improved local tax collections.

In a report to Finance Secretary Carlos Dominguez III, the Bureau of Local Government Finance (BLGF) said the increase in the 2020 current operating income of provinces, cities and municipalities is mostly attributed to the 18-percent growth in the external revenue sources of LGUs, including the IRA, which amounted to P509.65 billion, or 11% more than the P457.15 billion they received in 2019.

BLGF Executive Director Niño Raymond Alvina said that although local tax collections increased in 2020 to P189.86 billion from P183.46 billion in 2019, their share in the current operating income of LGUs declined to 23% in 2020 from 25% in 2019.

The share of non-tax revenues, which amounted to P61.79 billion in 2020, also decreased to 7% compared to 10% in 2019 when collections reached P70.36 billion.

Alvina said LGUs’ dependence on external sources, comprised of IRA and other transfers to the LGUs, as a ratio of their operating income last year, has increased to 70%, as compared to 66% in 2019.

“In aggregate terms, LGUs dependence on external sources in Fiscal Year (FY) 2020 reached 70%, which is 18% or P88.83 billion higher than 2019 levels. On IRA dependence, provinces showed the highest dependency ratio at 78%, followed by municipalities (74%) and cities (42%) in FY 2020,” Alvina said.

Besides the IRA, the other external revenue sources of LGUs are other transfers from the national government (NG), which amounted to P63.9 billion in 2020, or 132% higher than the P27.57 billion in 2019, Alvina said.

The share of these other sources in the current operating incomes of LGUs grew to 8% in 2020, or 4% higher than in 2019.

Revenues from local sources totaled P251.65 billion in 2020, representing a slight decline of 1% or P2.23 billion from the P253.88 billion in 2019.

Alvina said that based on the collection performance targets for locally sourced revenues (LSRs) issued by the BLGF to LGU treasurers, the provinces, cities, and municipalities surpassed the 2020 adjusted final target, collecting P244.19 billion out of the P192.24 billion goal in 2020.

BSP supports empowerment of PWDs

The Bangko Sentral ng Pilipinas (BSP) has highlighted the importance of empowering Persons with Disability (PWDs) through digital financial inclusion during the recent webinar1 marking the 43rd National Disability Prevention and Rehabilitation Week.

“The BSP lauds the National Council on Disability Affairs and other stakeholders for upholding the rights of the PWD sector. Rest assured the BSP is committed to continuously engage the sector and better respond to the needs of PWDs,” said BSP Governor Benjamin E. Diokno.

“Empowering vulnerable sectors has always been an underlying objective of the BSP’s efforts. For this reason, we are stepping up our financial inclusion efforts to ensure financial services are within easy reach for all Filipinos, including PWDs,” added the Governor.

In relation to this, the BSP has also issued a memorandum to all BSP-supervised financial institutions (BSFIs) to remind them to refrain from discriminatory practices toward Persons with Disability (PWD). This is to ensure that their rights as PWDs to participate fully in the social life and enjoyment of opportunities available to other citizens are upheld at all times.

The memorandum sternly reminds BSFIs to adhere to laws and regulations against discriminatory practices toward PWDs, including but not limited to, non-acceptance of government-issued PWD identification cards for the opening of accounts and other financial transactions; turning away visually impaired persons from opening bank accounts; and requiring the visually impaired customers to open only joint (“and/or”) accounts.

Apart from putting in place mobility ramps and the Braille system in bank premises and automated teller machines, BSFIs are also reminded to provide express lanes for PWDs similar to those reserved for senior citizens and pregnant women within their premises.

To further support the welfare of PWDs, the BSP introduced enhanced tactile marks in Philippine banknotes to aid the elderly and the visually impaired in identifying denominations in July 2020.

Furthermore, the BSP is now exploring the addition of braille functionality to Philippine banknotes, which aims to benefit as many as 2.5 million visually impaired Filipinos. (BSP)

LANDBANK, PNP launch mobile branch in Quezon City

The Land Bank of the Philippines (LANDBANK) is stepping-up its campaign on mobile banking as it inaugurates another LANDBANK Mobile Branch at the PNP Grandstand, Camp BGen. Rafael T. Crame in Quezon City on July 23, 2021, in partnership with the Philippine National Police (PNP).

Housed in a six-wheeler truck, the LANDBANK Mobile Branch functions as a pop-up branch to service communities across the country with disrupted or limited access to banking services. These include areas affected by calamities and other unexpected events.

As part of its efforts to bring more unbanked Filipinos into the formal banking system in support of the National Government’s financial inclusion agenda, the LANDBANK Mobile Branch will also be deployed in unbanked and underserved communities.

LANDBANK brought its new Mobile Branch to the PNP’s national headquarters for one whole day to cater exclusively to the banking needs of the country’s police officers and personnel. A total of 10 PNP officers and 100 PNP recruits opened their own LANDBANK ATM and payroll accounts, respectively.

PNP Chief Police General Guillermo Lorenzo T. Eleazar and Executive Vice President Julio D. Climaco, Jr., head of LANDBANK’s Branch Banking Sector, led the blessing and inauguration of the LANDBANK Mobile Branch.

Joining them from the PNP were Police Lieutenant Generals Joselito Manalad V. Cruz, Israel Ephraim T. Dickson, and Dionardo B. Carlos; Police Major General Rodolfo S. Azurin, Jr; and Police Brigadier Generals Jose Melencio C. Nartatez, Jr. and Jason D. Ortizo.

Also at hand were officials from LANDBANK led by Senior Vice President Ramon R. Monteloyola, head of the South National Capital Region Branches Group; Senior Vice President Marilou L. Villafranca, head of the North National Capital Region Branches Group; and Assistant Vice President Atty. Rosemarie J. Romillo, head of the Camp Crame Branch.

PNA: BOI, PEZA approve P5.2-T investments in past 5 years

Investment approvals in investment promotion agencies (IPAs) under the Department of Trade and Industry (DTI) have increased from 2016, indicating the improving investment environment in the country in the past five years.

Data from DTI showed that combined approved investments of the Board of Investments (BOI) and the Philippine Economic Zone Authority (PEZA) reached PHP5.2 trillion from 2016 until June 2021.

The BOI had the lion’s share in these approvals amounting to PHP4.33 trillion, while PEZA-approved investment registrations reached PHP841 billion since 2016.

When the Duterte administration began in 2016, investment approvals of BOI and PEZA amounted to PHP660 billion.

Approved investments in the IPAs rose to PHP854 billion in 2017, reached the PHP1-trillion mark in 2018, and further grew to PHP1.26 trillion in 2019.

In 2019, the BOI reached its historic high investment approvals at PHP1.14 trillion.

Despite the global health and economic crisis last year due to coronavirus disease 2019 (Covid-19), investment approvals of the DTI-attached IPAs remained at the PHP1-trillion level.

Approved registrations in 2020 still reached PHP1.11 trillion amid the pandemic.

The investment approvals made by BOI and PEZA for the past five years are projected to create 804,147 jobs in the country.

Meanwhile, approved investments for the first six months of 2021 alone amounted to PHP236 billion —PHP204-billion projects were approved by BOI and PHP32 billion were approved by PEZA.

“The biggest share was committed to electricity, gas, steam and air-conditioning supply at PHP127.6 billion (54.1 percent). Manufacturing came in second with PHP52.2 billion (22.1 percent), real estate activities with PHP28.5 billion (12.1 percent), information and communication with PHP12.7 billion (5.4 percent), and construction with PHP4.5 billion (1.9 percent),” the DTI said.

Bulk of the investment approvals amounting to PHP197 billion were from local sources and the remaining PHP39 billion were foreign investment pledges.

“(The) UK was the biggest country source of the BOI-PEZA approved foreign investments, with PHP13 billion (33.4 percent). Japan came in next with PHP11.9 billion, followed by UAE with PHP4.5 billion, USA with PHP2.4 billion, and Cayman Islands with PHP1.1 billion,” the DTI added. (PNA)
