Davao City Rep. Paolo “Polong” Duterte has denounced what he described as “outright coercion” linked to the national budget, alleging that public funds are being used to pressure lawmakers into supporting an impeachment effort.
Duterte claimed that operatives connected to a person he identified only as “Charise” had contacted congressional offices and threatened to withhold district allocations under the General Appropriations Act if lawmakers refused to align with the impeachment push.
“The national budget is not a weapon. It is not meant to intimidate, punish, or control elected representatives,” Duterte said.
He said district funds are intended for water systems, roads, bridges, and social services, especially in underserved communities, and should not be used as political leverage.
Calling the alleged pressure tactic “political blackmail,” Duterte said any impeachment process should be decided by evidence and due process, not threats.
“If leadership is confident in its case, let the evidence speak—not threats, not pressure, and certainly not the hostage-taking of public funds,” he said.
Duterte also vowed that he and his allies would not be intimidated.
“Hindi kami uurong. Hindi kami matatakot. Dili mi magpa-ilad,” he said.
He framed the issue as a defense of taxpayers and communities that depend on government-funded projects.
“We will stand our ground—not for politics—but for the Filipino people who entrusted us with their voice,” Duterte said.
As of writing, the individuals or offices implicated in Duterte’s allegations have not issued a response.
