    PLN, IEA Finalize JETP Toward Achieving Indonesia’s Net Zero Goal

    PT PLN (Persero) and the International Energy Agency (IEA) have inked a memorandum of understanding on the Just Energy Transition Partnership Investment and Policy Plan (JETP IPP), which was drawn up in a bid to accelerate Indonesia’s energy transition to net zero emissions.

    An autonomous intergovernmental institution, the IEA is the world’s reference for analysis, data, policy recommendations and development solutions for energy security, as well as sustainable economic and environmental development. “We have the same vision for the future. The future of sustainable energy that will bring prosperity and glory to the nation and the world,” said Darmawan Prasodjo, the president director of PLN.

    Darmawan also noted the challenges Indonesia must overcome in order to carry out its energy transition. These included a projected increase in Indonesia’s energy demand that would widen the supply-demand gap, an issue that required the collaboration of many stakeholders to solve. “PLN and the IEA will be pioneers, showing the world that the energy transition road map can be built through collaboration. It can be built comprehensively from the upstream to the downstream [industries],” he emphasized.

    PLN projects that carbon emissions from the electricity sector it manages will reach 433 million tonnes by 2030. The 2021-2030 long-term electricity procurement plan (RUPTL), which was developed by the state electricity company, aims to reduce carbon emissions to 335 million tonnes as the basis for achieving net zero in 2060. The energy transition will also be accelerated through attracting more funding to finance massive investment projects.

    As an archipelagic country, Indonesia also needs to improve the interconnection of its electricity networks to ensure equitable access and affordable prices for the public.

    IEA Executive Director Fatih Birol said the agency fully supported Indonesia’s energy transition, adding that the country’s efforts to reduce carbon emissions would have a direct impact on reducing emissions on a greater scale. “We fully support Indonesia in the energy transition project. The IEA’s support for Indonesia can be a driving force for various parties to collaborate together in energy transition projects,” said Fatih.

    Collaboration was also expected to strengthen the net-zero road map that Indonesia has drafted, as well as make the JETP scheme more attractive to collaborative investments to finance Indonesia’s energy transition projects.

    Some projects that have been prioritized include the development of a new and renewable energy (EBT) power plant and the construction of a green transmission line, as well as capacity building of the country’s human resources to prepare for a new era in energy development.

    PLN Drives Global Collaboration for Green Technology in Support of the Indonesian Government Mission

    Indonesian President Joko Widodo declared that the government is ready to collaborate with the international community in the development of green technology. He made this statement during his opening speech at Hannover Messe 2023, the world’s largest technology exhibition held in Hannover, Germany on April 16th.

    As the official partner country of Hannover Messe 2023, the Indonesian government is exposed to technology investment and the development of green economics in Indonesia, in line with Indonesia’s commitment to the energy transition, said the President. “Indonesia invites German investors to help in building the green economy in Indonesia. Once again, Indonesia is very open to cooperation and investment,” said Jokowi.

    Jokowi added that one of the government’s main focus currently is to accelerate the industrial value chain in the country. With the support of green energy in the industry, he hopes that the transformation of Indonesia’s economy will soon be realized. “We have a large capital, and we want to become a major player in this industry. We also want to ensure that energy transition produces affordable energy for the people,” added Jokowi.

    Supporting this initiative, PLN CEO Darmawan Prasodjo expressed his full commitment to continuing to drive energy transition through various collaborations at a global level. Participating directly in Hannover Messe 2023, PLN showcased its innovative products, including PLN Mobile, Green Industry Cluster, and Green Energy as a service. “In accordance with the President’s instructions, PLN is open to the widest range of potential collaboration at Hannover Messe 2023. We aim to become a global company to facilitate decarbonization,” said Darmawan.

    Darmawan also revealed that Hannover Messe is an opportunity for PLN to expand its international market. With the government’s commitment to building an electric vehicle ecosystem in the country, PLN is optimistic about attracting collaboration and investment at a global level. “PLN participation in Hannover Messe is an opportunity to demonstrate our business and company capacity. We want to expand the PLN market to an international level,” he said.

    As the only official partner country of Hannover Messe from Southeast Asia, Darmawan believes that Indonesia has higher bargaining power in the eyes of the international public. Therefore, PLN will take advantage of this to accelerate the green energy ecosystem.

    During the event, PLN showcased its transformation steps to the global community. PLN also featured PLN Mobile, Digital Power Plant, EV Ecosystem, Icon+ Digital Services, and Green Industry Cluster development plans. “At Hannover Messe, PLN embraced the theme of energy transition and sustainability. We aim to demonstrate our readiness to face energy transition in order to create a better world for future generations,” concluded Darmawan.

    Ahead of the G20 Summit, Coordinating Minister Luhut Officially Launch PLN’s FSPP in Nusa Dua Bali

    The Coordinating Minister for Maritime Affairs and Investment of the Republic of Indonesia, Luhut Binsar Pandjaitan officially launch the Floating Solar Power Plant (FSPP) of the Muara Nusa Dua Reservoir owned by PLN Group on Friday (11/11). The presence of a new and renewable energy (NRE) based generator with a capacity of 100 kilowatt-peak (kWp) will also support the reliability of the electricity supply for the G20 Summit.

    The launch of the Muara Nusa Dua FSPP was also attended by the Minister of Public Works and Public Housing of the Republic of Indonesia Basuki Hadimuljono and President Director of PLN Darmawan Prasodjo.

    Luhut said the construction of FSPP was a concrete manifestation of Indonesia’s energy transition by intensively building EBT-based power plants. This is in line with Indonesia’s commitment to reduce carbon emissions towards net zero emission in 2060.

    “We will build a lot FSPP. This is just intermittent, for the baseload we have geothermal, hydro power, and various kinds. Indonesia has 437 gigawatts (GW) of EBT potential, there is still plenty of room to grow,” Luhut said.

    President Director of PLN Darmawan Prasodjo said the FSPP Muara Nusa Dua Reservoir is not only for showcase the G20 Summit, but a symbol of no more energy dilemmas in the future also. This action can changes dirty energy to clean energy. It is need to be done immediately to shape a better global future with lower cost.

    “Our efforts to reduce greenhouse gases are not only because of international agreements and policies, because we do really care,” Darmawan said.

    He explained that the solar power plant (SPP) which consists of 228 solarcell panels has been completed and successfully tested early October through the Smart Grid innovation. This innovation is one of PLN’s transformation programs that uses digital system technology to monitor and manage the supply of electrical energy according to load needs.

    “Here the floating is domestically made, the frames are made within the country, all the equipment is domestic. In the future, there is still room for us to build national capacity,” Darmawan said.

    Darmawan also emphasized PLN’s commitment to the energy transition towards net zero emissions in 2060 by prioritizing the generous natural potential as well as driving the national economy. According to him, by using local products in power plant construction, Indonesia’s economy can also be elevated.

    “The energy transition requires more than USD 700 billion or Rp 10 thousand trillion. If it becomes the market share for foreign products, our economy will slow down, the job creation is not in Indonesia, but in other countries,” said Darmawan.

    Through the subholding of PLN Indonesia Power, the company completed the FSPP Muara Nusa Dua Reservoir project in just 1.5 month. This FSPP was built on an area of 0.35 hectares or 1 percent of the area of the Muara Nusa Dua Reservoir.

    This project was assigned by the government on July 19, 2022. In September 2022, a number of works were carried out starting from the licensing process, construction to the first phase of synchronization. Muara Nusa Dua GSPP received an operation-worthy certificate (SLO) on October 28, 2022.

    “This PLTS project is also a manifestation of the company’s commitment to the principles of Environmental, Social and Governance (ESG) in creating sustainable economic development,” he explained.

    Darmawan also expressed his appreciation to the stakeholders involved, both from the Coordinating Ministry, related ministries, the Governor of Bali and other parties who have actively contributed to the development of the SPP.

    “PLN’s responsibility is to provide electricity. However, in the future, with the energy transition, our main job is to take care of the environment, while electricity is our by product,” concluded Darmawan.

    PLN has successfully reduced 32 million metric tons of carbon emission in 2022

    PT PLN (Persero) has succeeded in reducing 32 million metric ton GHG carbon emission in 2022 (as of September 2022). This achievement was delivered by President Director of PLN, Darmawan Prasodjo on Decarbonizing Energy Sector for Net Zero Indonesia Pavilion agenda at COP 27 held in Egypt on Monday (7/11).

    “I’m proud to say here that we have succeeded to reduce 32 million metric tons CO2 emission in 2022, surpassing our nationally determined contribution (NDC) target,” said Darmawan.

    He explained, to achieve this, PLN conducted a holistic approach to decarbonize its business including expanding renewable energy capacity for power generation, utilizing heat waste from gas plants to generate electricity, using more efficient Coal Fired Power Plants, and implementing biomass co-firing to reduce coal use.

    “We are doing our best and moving as far as we can. Last year, 13 gigawatts (GW) of planned Coal Fired Power Plants was taken out from our business plan, hence we spared 1.8 billion metric tons CO2 emission for the next 25 years,” he said.

    Darmawan acknowledges those efforts are not enough, and PLN will continue to add more renewables from solar, geothermal, hydro, to ocean wave energy to the power system.

    “We are aggressively increasing renewables capacity, and we are looking to maximize the utilization of renewable energy potential in the country. Along with that, we also need to implement the supporting technology to accommodate supply-demand fluctuation for the new system” he adds.

    To achieve the NZE target in 2060, PLN runs a holistic approach through 8 initiatives. These initiatives consist of early retirement of coal power plant, additional renewable energy, green energy as-a-service, biomass co-firing, hydrogen and ammonia co-firing pilot project, carbon capture and storage, smart grid control system, and electric vehicle ecosystem.

    Darmawan emphasizes that the global climate change is our collective challenge. Therefore, we need a joint strategy and collaboration from all over the world to develop the supporting technology, innovation and investment to ensure we are on the right pathway to net zero emission.

    “Our paradigm needs to change. The only way is through collaboration”.

    COP 27 Egypt: PLN shares its biomass co-firing implementation in coal power plants

    One of PLN’s efforts to accelerate decarbonization is to decrease the usage of fossil energy. In the power sector, PT PLN (Persero) will begin to gradually early retire Coal Fired Power Plant (CFPP). Meanwhile, to reduce emissions from existing operational CFPPs, PLN has implemented biomass co-firing technology.

    PLN Director of Transmission and System Planning, Evy Haryadi, has explained that PLN is implementing co-firing technology at 33 CFPPs. Whereas, for the next two or three years, PLN will add more co-firing technology at 52 CFPPs.

    Evy said, the co-firing technology conducted by PLN is not solely to reduce emission. Biomass co-firing technology is inviting the community to be actively involved by planting biomass, or even by managing their regional household waste to be processed and converted into pellets for co-firing at CFPP – hence creating new value creation opportunity for the local community.

    “Up until now PLN has produced 653 GWh of clean energy from biomass co-firing, which is equal to reducing 656 thousand tones CO2 emission,” said Evy on Climate Change Summit (COP 27) at Sharm El Sheikh, Egypt, Sunday (6/11).

    By 2025, PLN aims to utilize 10 million tones biomass annually to implement co-firing technology at CFPPs. This amount is equal to 12 percent biomass composition as feedstock in the CFPPs. Hopefully, with this step PLN can reduce carbon emission for 11 million tones CO2 per year.

    The challenge ahead, Evy said, is to secure adequate biomass supply for co-firing implementation. To secure the supply, PLN has cooperation agreement with 3 SOEs, namely PT Perhutani, PT Perkebunan Nusantara and PT Sang Hyang Seri.

    “We also work with local government to process municipal waste into solid recovered fuel or SRF, which can be used as biomass material for co-firing,” Evy explained.

    The Government also expressed support for PLN’s co-firing program. Deputy Management Environment and Forestry Coordinating Ministry for Maritime & Investment Affairs, Nani Hendarti, explained that the action PLN has taken is aligned with the goals of Government of Indonesia in reducing carbon emission.

    Furthermore, Nani explained that in order to develop this technology, Government of Indonesia is supporting the development of energy forest to utilize idle area for energy plantation. The Government also supports local stakeholders to manage municipal waste to be converted to biomass feedstock for PLN co-firing.

    “The next challenge is to ensure the supply of biomass is sufficient for PLN’s CFPP. Recently, we are coordinating across ministries to create a regulation or law framework, so that the scheme can run smoothly and with economical raw material,” Nani said.

    Turning towards Clean Energy, PLN Accelerates the Electric Vehicle Ecosystem from Upstream to Downstream

    PT PLN (Persero) today outlined its focus on providing infrastructure to accelerate Indonesia’s electric vehicle ecosystem, aimed to reduce the carbon emission on transportation.

    Minister of State-Owned Enterprises (BUMN) Erick Thohir said the government is fully committed to develop the electric vehicle ecosystem, mainly after President Joko Widodo released Presidential Regulation Number 55 of 2019 on the Acceleration of the Battery Electric Vehicle Program for Road Transportation.

    For this reason, the Ministry of State-Owned Enterprises (BUMN) is in full support by assigning a number of SOEs, including PLN, to accelerate the electric vehicle ecosystem in Indonesia. “We all should keep national energy security in appropriate condition, which at this time we import 1.5 million barrels per day for fuel-oil based (BBM) or the equivalent of Rp 200 trillion per year. Electric vehicles are the solution to reduce the foreign exchange abroad,” he said.

    Minister Thohir explained that the transition of electric vehicles has many benefits, both for the economy and the environment. This is in line with the national goal to continue to encourage sustainable economic development. “Electric vehicles are more eco-friendly transportation. The emissions produced are lower than fuel-oil based vehicles, so it will reduce air pollution as well as noise pollution,” said Minister Thohir.

    Moving quickly, the Ministry of SOEs has also assigned a number of SOEs, including PLN, to collaborate on accelerating the electric vehicle ecosystem in Indonesia. President Director of PLN Darmawan Prasodjo stated that PLN is ready to support the acceleration of the electric vehicle ecosystem from upstream to downstream. Besides securing power supply for charging electric vehicles, PLN has also prepared supporting infrastructure and services to facilitate users towards switching to electric vehicles.

    Currently, PLN has developed 150 units of Public Electric Vehicle Charging Stations (SPKLU) spread over 120 locations. PLN plans to expand 110 units more of SPKLU in 2022. Darmawan said that PLN is pleased to welcome business entities to collaborate in partnerships to provide SPKLU. A new scheme for the provision of SPKLU is the Partnership Investor Own Investor Operate (IO2) in which the Partner prepares investment funds according to the type of SPKLU service, land provision and operation and maintenance. “PLN also cooperates with state-owned banks or Himbara for EV banking service products, car installments and the SPKLU franchise,” he said.

    In addition, for electric motor vehicles, PLN has also provided a General Electric Vehicle Battery Exchange Station (SPBKLU). Currently there are 16 units installed in Jakarta, and 2 units in Surabaya. In 2022, it is planned that 70 SPBKLU units will be expanded with a total of about 300 batteries and locations spread across Java and Bali.

    “Considering the experience of electric vehicle users, charging is mostly done at home when the vehicle is not in use. Usually at night. For this reason, PLN has also collaborated with ATPM or electric vehicle distributors,” he said.

    Through this collaboration, PLN customers who purchase electric vehicles will immediately be assisted with the installation of home charging and discounts fee on new installation for electric vehicles, namely the ‘Super EVeryday’ promo. “PLN also provides a 30 percent discount fee for use from home charging electricity from 22.00 WIB to 05.00 WIB,” he said.

    Electric vehicle users are also facilitated, Darmawan said, by Electric Vehicle Digital Services (EVDS). The EVDS is a platform for complete electric vehicle services. “EVDS will improve customer experience by digitizing and integrating all customer service systems for users or potential users of electric vehicles,” he explained.

    PLN is also actively collaborating with other SOEs institutions to scale up an end-to-end EV Battery supply chain through the Indonesia Battery Corporation (IBC). Darmawan explained, the potential for nickel in Indonesia will be able to support the acceleration of EV in Indonesia, because the battery component is the most expensive component in an electric vehicle.

    Therefore, PLN has joined the IBC, a consortium of 4 SOEs, which consists of PLN, Antam, Pertamina and Mind ID, that will engage the mining and energy sectors. “In 2022, PLN will increase the fund up to IDR 513 billion to IBC to develop the battery industry,” said Darmawan.

  • Long list achievement of PLN enabling energy transition in Indonesia

    PT PLN (Persero) committed to achieve net zero emission in 2060. To date, several positive achievements has been taken as an effort to support clean energy.

    President Director PLN Darmawan Prasodjo explained, PLN has launched a CFPP (PLTU) retirement roadmap of 6.7 Gigawatt (GW), which consists of 3.2 GW natural retirement based on the economic life of Coal Fired Power Plant and 3.5 GW conditional early retirement in 2040.

    In addition to early retirement, PLN has decreased the capacity of CFPP at Corporate plan (RUPTL) from 27 GW to 13.9 GW.

    “Us, in PLN committed to support government’s program to actualized clean energy. By that, PLN takes a quick step.” said Darmawan on Energy Transition Day in Nusa Dua, Bali on Tuesday (1/11).

    One of PLN’s efforts to decrease coal usage on its power plant is to implement biomass co-firing. This scheme has been implemented at 33 coal fired power plants since 2021, which have successfully reduced 656 kton CO2 emission (as of September 2022).

    Co-firing scheme with hydrogen and ammonia are also in process of implementation. Currently there are 3 pilot project of co-firing hydrogen and ammonia with 3 different partnerships.

    PLN is also looking to study the possibility of impelementing Carbon Capture and Storage (CCS) to enable emission abatemement in thermal power plants. In this development, PLN collaborate with 3 partners namely: Institut Teknologi Bandung (ITB), Inpex and Medco Energi.

    PLN also accelerate the new and renewable (NRE) power plant development. In the RUPTL 2021-2030, PLN has planned an additional NRE capacity of 20.9 GW – equal to 51.6 percent of total new power plant capacity.

    To increase system efficiency, PLN is developing Smart Grid technology. This system will increase efficiency in the power generation, transmission and distribution, hence reducing emission through digitalization in every PLN business process line.

    Furthermore, PLN alao enables stakeholder to decarbonize their Scope 2 emissions through Green Energy as-a-service offering, which consists of Green Energy dedicated from specific renewables plant as well as Renewable Energy Certificate (REC). Since 2021, PLN has delivered ~1.5 TWh of green energy to +230 stakeholders such as SOEs, Government, Business, and Industry players.

    Moreover, PLN continues to develop the electric vehicle (EV) ecosystem to allow decarbonization of the transport sector. PLN has developed 240 Public Charging Stations (SPKLU) nationally. PLN has also onboarded 15 partners into PLN’s EV ecosystem, ready to collaborate in accelerating the charging infrastructure expansion.

    “The hard work that PLN doing today is not solely for this generation, but also for our grandchild’s generation. Therefore, PLN invites all parties to collaborate in this energy transition.” Said Darmawan.
