    Philippine Property Sector Cheers Withdrawal of Wealth Tax Hike Plan

    A Philippine real estate industry group welcomed the Marcos administration’s decision to shelve a controversial proposal to raise taxes on property-related transactions, citing improved fiscal performance in early 2025.

    The Department of Finance (DoF) has withdrawn the Government Revenues Optimization through Wealth Tax Harmonization (GROWTH) bill, which would have increased capital gains, donor’s, and estate taxes from 6% to 10% between 2025 and 2030.

    Finance Secretary Ralph Recto formally requested the withdrawal in a letter to the House Ways and Means Committee, attributing the move to stronger-than-expected revenue collections in the first quarter.

    Anthony Gerard Leuterio, president of A Better Real Estate Philippines (ABREP), said the tax proposal would have discouraged property transactions and disproportionately affected middle-income families.

    ABREP, which represents brokers, developers and industry professionals, had earlier called on the government to address inefficiencies in spending before imposing new taxes.

    “Raising taxes is not the solution,” Leuterio said. “The issue isn’t a lack of funds, but how those funds are managed. Without accountability, higher taxes risk punishing property owners and ordinary families.”

    The GROWTH bill formed part of the government’s broader strategy to raise PHP 300 billion in revenues to support infrastructure, healthcare, and education initiatives.

    However, it faced opposition from business groups, including ABREP and the Management Association of the Philippines (MAP), which cited waste in agencies such as PhilHealth and a decline in public services.

    In a letter to President Ferdinand Marcos Jr., MAP urged a moratorium on new taxes until a full audit of government expenditures and fiscal leakage is completed.

    While the administration remains committed to long-term fiscal consolidation, the withdrawal of the tax proposal signals a shift toward revenue-neutral policies and greater reliance on structural reforms over direct taxation.

    From pen-and-paper to digital sari-sari store: How non-tech convenience store owners tap technology to streamline operations

    Ruth Ocampo-Medalle does not know much about technology, computers, or the latest digital applications that are available online. For over six years, the 46-year-old mother of five managed her small sari-sari store business the old-fashioned and traditional way – with a pen, a notebook, and a lot of patience.

    Medalle’s days as an MSME entrepreneur began with the same routine – opening her sari-sari store early in the morning, arranging her stocks on the shelves, displaying some items on the table outside the store, and waiting for customers to trickle in.

    It looked simple and easy. Behind the scenes, however, the challenges of managing her store were overwhelming. She had to write everything down – what was sold, what needed to be reordered – but it was hard to keep up.

    Her handwritten records were often incomplete or lost among the pages, leading to frequent shortages and missed opportunities.

    “Sometimes, I would forget to restock certain items, and when customers look for items and there is nothing available, they would leave disappointed,” Medalle recalled.

    But for nearly a year already, this 46-year-old sari-sari store owner has effectively streamlined the operation of her small convenience store, located in Maracas, barangay Lahug, Cebu City, by tapping a Samar-made app to run inventory, perform accounting, and sell digital mobile loads, among others.

    “I never imagined I could do all this just using my mobile phone. I always thought technology was too complicated and not meant for people like me with little knowledge about accounting or digitalization,” Medalle said.

    Last year, with the help of her daughter, Medalle signed up for Peddlr, a point-of-sale mobile app for small businesses.

    The free-to-use app, founded by Samar-native Nel Laygo, allows users to monitor sales, track expenses, manage inventory, and even send loads offline with just a smartphone.

    “I designed this app specifically for sari-sari store owners to help bring their operations online and streamline their business processes. My goal is to empower them by unlocking the potential of technology,” Laygo told BusinessNews.ph.

    Data from the Department of Trade and Industry show that there are more than 1.3 million convenience stores across the country, providing the daily essentials to Filipino consumers.

    However, most of these convenience stores fail to stay afloat for long due to various reasons, among them is the inability to monitor stock and profits accurately.

    Laygo said this inspired him and his co-founder Aiko Reyes to start Peddlr from his home in Catbalogan, Samar.

    Launched in July 2021, Peddlr has accumulated over two million downloads during its first year in business and continues to grow year over year.

    Laygo admits that most users of Peddlr have never downloaded an app before or used computers to do inventory. So he made sure the app was easy to use and could be accessed even without an internet connection.

    It was only two months ago when Deliah Abella learned about Peddlr from a relative who has already benefitted from the app. She was hesitant at first, saying she was used to doing things on paper. Most of all, Abella said she hasn’t used an app before, not even the popular social media applications.

    After using the app for less than a month, Abella started to notice how her daily operations became seamless. She was still using paper but nearly half of what she did was already done using her smartphone.

    “I started doing the inventory. Then the accounting. Then I was able to track my daily sales. I was impressed!” Abella stressed.

    Now, she can track her inventory and identify the best-selling items. It has also become easier for her to note which items need restocking and calculate her daily profits.

    “Every store owner should tap what technology has to offer. We can’t just rely on the old-fashioned way. Technology makes my life easier and my small business much more manageable than when I was using pen and paper,” Abella said.

    That is the goal – onboarding every sari-sari store owner online so they can streamline their business and spend more quality time with their families, Laygo said.

    “Our mission is to provide micro and small business owners the necessary tools to embrace the digital world, manage their operations more effectively, and increase profitability,” he added.

    In fact, Peddlr is free to use and the company that runs it only makes money from digital mobile loads that are being sold by sari-sari store owners.

    “We firmly believe that technology should be accessible to all businesses regardless of size,” Laygo pointed out.

    By embracing technology, Medalle expressed her readiness to face future challenges and her excitement about the possibility of expanding her sari-sari store into a neighborhood convenience shop.

    Teacher taps video technology to keep students inspired during pandemic

    The global pandemic might have minted depressing and unfortunate stories of lives lost and loved ones suffering but it also created inspiring stories of kindness, selfless dedication, and going beyond one’s comfort zones to serve others.

    For the nine teachers at Abellana National School (ANS), a public high school in Cebu City, the challenges of the global health crisis and their daily personal battles did not dampen their passion to teach and make sure that their students remain motivated and inspired to go on with their studies.

    Barry Dolloso, a Grade 7 teacher, was not content with just holding online classes and then leaving the students on their own when the class was over.

    To keep the students informed, Dolloso spearheaded the creation of a series of video-based learning materials for Grade 7 students.

    “The teaching videos were aimed at keeping students informed even after classes. They can access the videos to review their lessons or if they need clarification on what was discussed during live sessions,” Dolloso said.

    Kaalamdag video technology

    Dolloso’s video-based learning materials proved so effective that they were being used in four other public schools in Cebu City under the Kaalamdag Project to keep students motivated even when everything was in lockdown.

    On top of his teaching load, Dolloso produced the most Star Scouts for Abellana National School despite the competitive advantage of the scouting units of the private schools.

    He also readily accepted the task of heading the team that ensures safety inside the school when the face-to-face classes plan was still on the drawing board due to the unpredictability of the pandemic.

    “It has been a challenging environment for the students and we teachers have the responsibility to influence them, to give a constant reminder of the importance of education,” Dolloso said.

    For his efforts, Dolloso was named the school-wide winner of the Most Inspiring Teachers Award 2022 given by ANS General PTA and the Supreme Student Government.

    Going beyond their duty to inspire students

    It was a tough task to keep students focused on their studies, especially when classes were done online or through modules. The distractions brought about by the quarantine and restrictions added up to the difficulties that teachers had to face to keep the interest of learners.

    “There were a lot of distractions. I also had personal problems. But it didn’t stop me from performing my duty as a teacher and making sure that the number of my students remain intact until the end of the school year,” said Grade 9 Match Nissy Borga.

    The task was beyond the four walls of the digital classrooms. For most of the nine teachers, part of being a teacher was going to the student’s house to check why he or she was no longer joining the online class or meeting the parents to convince them that stopping the student’s education was not a wise move.

    “I could not afford to have even one student drop out of my class. I had to go beyond teaching to make sure that no one was left behind,” said Grade 12 ICT teacher Joey Anne P. Binghay.

    Richie, not his real name, said he would have dropped out of school and his parents have decided online class was too much of a hassle for them, financially and logistically.

    “When my teacher checked on me and urged me to go on with my studies, I just realised how important education is and that I belong to not just a class but a family, with my teacher as my second parent,” Richie said.

    Teacher Gerlie N. Alberio, a Grade 12 class adviser, made it a daily routine to make sure that all of her students were online when they needed to.

    One time, when she noticed that one of her students had been absent on several occasions, she personally checked on the student to know what was going on. Despite the restrictions, Borga managed to get to the student’s house.

    Sharing load to keep students online

    “When I learned that his parents could not afford the load for the internet, I didn’t hesitate to shell out my own money just to make sure that he gets online to join my classes,” Alberio said.

    It was an additional expense on her part, but Alberio said keeping that student in class online was more important. The said student finished the school year with high grades.

    As technology was a key player in the education process during the pandemic, Alberio added that students should have equal access and not be deprived of learning just because they don’t have the means to do so.

    Most inspiring teachers award

    Cebu City Vice Mayor Raymond Alvin Garcia urged the teachers to continue to excel in their chosen field and the good work they do to their students.

    “May your passion carry on well and beyond just today to change the country, the world for the better, one student at a time,” Garcia said.

    The eight other teachers, including Borga and Alberio were also named Most Inspiring Teachers in their respective grade levels. The grade level winners were voted upon by the students through a survey conducted by the school’s Supreme Student Government.

    The winners were picked based on various criteria, including a) the teacher goes out of his/her comfort zone to advance the students’ interest and provide a rich experience to all learners who were without ‘traditional teachers’ standing beside them in classrooms, b) the teacher applies creative, innovative, non-traditional methods to address the unique needs of the students during the pandemic, c) the teacher initiates open communication with the students and parents, d) the teacher is facilitative in addressing different concerns of the students, among others.

    “The award was not about the teacher’s expertise on the subject matter, her delivery of the lesson during class, or how neat and expansive the lesson plan is. It was about the amount of care and diligence of the teacher to keep the students motivated to come to school every single day,” said General PTA President Dr. Nestor Ramirez.

    For his part, Cebu City Councilor Rey Gealon, who graced the awarding ceremony, said he always felt inspired to be in the presence of inspiring teachers – teaching being the noblest of professions, as it is this profession that creates all the other professions.

    “Until now, I’m still at awe in the presence of my grade school teachers, reminiscing moments of struggle in those quizzes, examinations, assignments, homeworks, and projects – sweet memories that never grow old,” Gealon said.
